Instructions
Brown the stew meat in a soup pot with the vegetable oil.
Remove the beef with a slotted spoon and saute the garlic, leeks, onions and carrots until they are soft.
Put all of the ingredients into the pot and bring to a simmer.
Simmer for 1 hour until all of the vegetables are soft and the barley is cooked.
